This building is significant as an unaltered example of early twentieth-century commercial architecture and as an example of lava rock craftsmanship. The buildings plateglass storefront, mezzanine lights, stepped false walls, brick corbelling and interior plan are typical of local commercial designs during this period. Built as an investment for Dr. W.H Baugh, the owner of the property, in 1918 by the Basque mason, Ignacio Berriochoea. Dr. Baugh leased the building to the J.C. Penny Company that same year, until the 1950’s.  After J.C. Penneys closed, it re-opened by its manager, Mr. Douglas H. Hansen, who continued it’s operation as a department store into the 1980’s.
    
The J.C. Penny Company store is listed on the National Historic Register.
